Keep spoken In Progress instructions

Fixed a capture-routing error that sent a screenshot to Inbox when its caption began with In progress followed directly by an action. Instructions such as In progress schedule a tennis match now select In Progress, including when dictation adds a comma after the action.

The shared rule applies to member-written captions and typed or spoken capture instructions. An explicit list choice remains authoritative. Forwarded captions, text inside images, and AI output cannot choose a list.

Added checks for screenshot captures, app uploads, voice input, provider failures, and repeat delivery. Existing task content and attachments are unchanged.
