Deleted to-dos now stay deleted — for good, on every device

A stronger fix for archived/completed to-dos reappearing after you delete them:

• The cause was another open device (or tab) that still had the item and re-saved it during sync. The server now remembers what you deleted and refuses to re-create it, so a stale device can't resurrect it.
